Arab Reinsurance Pool

Background

The G.A.I.F. (General Arab Insurance Federation) in its meeting which was held in Casablanca - Morocco on 17-18 April 1985 unanimously decided to setup the Arab Reinsurance Pool and entrusted its management to Arab Reinsurance Company Beirut with effect from 1-1-86.

Objectives

The Pool was created to serve as a vehicle for exchange of business among Arab Insurers and Reinsurers for their net retention. 

This exchange for own account would naturally lessen the dependency of the Pool’s members on foreign reinsurance markets. If members buy less reinsurance from abroad, they would have to remit less in terms of reinsurance premiums. Thus saving of hard currency could be one of the major objects of the Pool.

Exchange of reinsurance business could help a Pool’s member to be more familiar with the conditions, practices etc.… prevailing in the insurance markets from which other members come. Therefore, the Pool has an educative role in addition to its viable commercial one.

Underwriting

The intention of the Pool is to underwrite a well-balanced portfolio composed of the below classes of business. It is our concern to underwrite treaty and facultative business on a selective basis and adequate terms.

Its current business consists of the following classes of business. The underwriting capacity is shown against each class:

Fire

US$ 3,750,000 SI per Cedant / per Risk.

US$ 1,250,000 MPL (As Original) per Cedant / per Risk.

Accident

US$ 1,250,000 per Cedant / per Risk / per Known Accumulation.

Engineering

US$ 5,000,000 SI per Cedant / per Risk.

US$ 2,500,000 MPL (As Original) per Cedant / per Risk.

Cargo

US$ 1,875,000 A.O Vessel / A.O Conveyance / per Bottom.

US$ 625,000 A.O Policy / A.O Declaration / A.O Shipment.

Hull

US$ 1,250,000 per Cedant / per Vessel.

Organs

General Assembly:
The General Assembly is the supreme authority of the Pool and it comprises all the members of the Pool plus the Secretary General of G.A.I.F. as ex-officio. It meets once every year and is presided by the president of the G.A.I.F. or his deputy, or Secretary General of G.A.I.F.

Technical Committee:
The Pool’s underwriting functions are supervised by a Technical Committee consisting of 3 original members and one substitute member. The General Assembly elects 2 members in addition to the substitute member, while the third member is named by the Managers of the Pool for a period of 4 years subject to re-election. The Technical Committee meets at least twice a year at an invitation from the Managers. It acts as a quasi board of directors and is mainly concerned with matters of technical nature. 

The Managers:
To do all administrative and finance work necessary to the proper functioning of the Pool.

Membership

  1. Membership is restricted to companies who accept a share from the Pool’s Agreement.

  2. Insurance and Reinsurance Companies shall be eligible for the membership of the Pool, if they fulfill the following conditions:
    1. Be a member in the G.A.I.F.
    2. To cede a priority share from their treaties to the Pool. The Pool’s management however, may accept the membership of Arab Reinsurance Companies without ceding if it deems necessary.
    3. The Pool’s management has the right to accept or reject the membership of any company without mentioning reasons.
    4. Premiums ceded by members to the Pool’s agreement are retroceded to these members on proportional basis.
    5. The Pool’s management may accept business from Arab Companies which are not members in the G.A.I.F. However, they are not eligible to the membership of the Pool.
